The HFL Supply Framework 2024-2028

Our new framework has been designed to address the evolving landscape and changing needs of schools and settings. We understand that schools increasingly require medium to longer-term cover, as well as emergency support. Additionally, we recognise the growing need for temporary support staff alongside teachers. Our renewed framework aims to meet these changing needs, providing you with even more flexibility and support.

Through 4 distinct Lots, the framework guarantees fixed, preferential rates for both teaching and support roles as follows:

1 - emergency short-term supply staff for up to 12 weeks (with no responsibility for planning).

2 - medium to longer-term cover, for 12 weeks plus or with responsibility for planning (staff paid according to AWR).

3 - reliable permanent placements.4 - executive search options.

Our new and improved supply framework has been expanded to include seven carefully selected partner agencies:

Axis, Choice, Engage, Randstad, Moore Teachers, Step and 4MySchools.

These partners have undergone a rigorous selection process and share our commitment to excellence. Our stringent criteria prioritise high quality placements, robust management and quality control processes as well as value for money, with an emphasis on transparency for the end user.

The agreed fixed, preferential rates for HFL partner schools and settings will be clearly advertised on our HFL website through the HR Services Portal, via your employer dashboard on the Teach in Herts website and on the Herts Grid for Learning, ensuring complete transparency for all stakeholders.

We believe that the new and improved framework is better tailored to meet the needs of local schools and settings and we hope this will relieve some of the pressure felt by school leaders in the current recruitment crisis.
