School Funding Consultation 2025-26

The Authority are unable to set out, as we would normally, our detailed proposals for our local mainstream funding formula. This is due to the delay in the DSG settlements and announcements on the National Funding Formula (NFF) arrangements for 2025/26. The DfE normally announces for local authorities in July each year, estimated values of Dedicated Schools Grant (DSG) settlements and confirms formula funding operational guidance, including any changes in arrangements. However, due to the general election, the DSG settlements and detailed operational guidance for the 2025/26 financial year have not yet been published with the operational guidance now expected at the end of November.

We are therefore consulting with schools on the process of how we determine the Hertfordshire Funding Formula and aim to provide comparator budget shares for schools to view as soon as this data is available. 

Budget share data will be uploaded on the form of spreadsheet analysis using password activation , details on where to find your password has been shared previously in School Bulletins. 

As always , we recommend that you read the full consultation document before responding to the questions.

The consultation questions are set out below.

  1. Do you agree that the authority should increase the local formula values to reflect the grants being “rolled in” in the same way that has been applied by the DfE before adjustments are made to balance Schools Block DSG overall?
  1. Do you agree to the 0.5% Schools Block Transfer to High Needs to provide financial support to SEND inclusion by way of the Additional Targeted Funding?
  1. Do you agree to Hertfordshire County Council adjusting the factor values that are not currently mirroring the NFF, to reflect the schools block transfer to High Needs?
  1. Do you agree that as far as possible, Hertfordshire County Council should continue to ensure that the funding between sectors remains equitable?
  1. Are you content to retain the Minimum funding guarantee at 0%, the same as 24/25?
