Insurance: optional extensions (schemes)

If you do not buy in to one of the schemes mentioned below. It is the schools responsibility for making all insurance arrangements to levels approved by the LA (to protect our position).

The below Schemes are optional and if you would like to be part of any of the schemes please contact insurance@hertfordshire.gov.uk

The current schemes run between 1st September 2024 to 31st August 2025.

Third party hirers

The Third-Party Hirer’s liability insurance is an extension to the public liability insurance.

If your school is registered under the Third-Party Hirers Scheme and if the hirer does not have their own public liability insurance with a minimum level of cover of £5 million, the hirer may be covered under the third-party hirers scheme (subject to exclusions).

When you charge the hirer for the hiring fee you need to add on 10% which will be the cost of insurance. For example, if the hiring cost is £40 the hirer would have to pay an additional £4 for the insurance. (This is subject to a minimum charge of £1). If it is a free let then the normal letting fee should be considered.

You need to keep a record of the hires that you have covering the period 1 September to 31 August each year and when required we will ask you to submit your total lettings income on the Insurance recharge form which can be found on Solero, we will ask you to complete this in May/June. We will then recharge you 10% of your total lettings fee and recharges take place between October and November.

If the hirer has their own public liability insurance, they do not need to be included under the third-party hirers scheme.

If the hirer or users of HCC premises have their own public liability insurance, you need to ensure that they have the standard minimum level of cover of £5 million. This will cover them in the event of them being held liable for damage to HCC property injury or loss to individual(s) due to their negligence. 

The school should obtain a copy of the prospective Hirer’s Certificate of Insurance. If the prospective Hirer does not have such insurance or their insurance is inadequate, then they may be covered under the Third-Party Hirers scheme. 

The following activities or hires will not be covered under this scheme:

  • meetings organised by political parties
  • professional entertainment
  • commercial or business functions
  • martial arts/football/pilates
  • sporting injuries caused by one participant on another
  • fireworks

These are excluded for a purpose, and you may wish to insist upon these restrictions, even where the hirer does have their own cover.

The policy is subject to a £500 excess that the hirer will have to pay in the event of a claim.

 

Annual travel scheme

There are two categories of cover which the school can choose from:

  • Category A Off-Site insurance only 

    This insurance cover is available to pupils and teaching staff when they are on authorised and organised trips outside the designated school boundaries.

    This insurance provides cover for accidental bodily injury resulting in death, loss of limbs and eyes, hearing and speech, a permanent partial disability, temporary disability (adults only), emergency medical, dental treatment, hospitalisation, legal expenses, personal liability, cancellation, curtailment or rearrangement of your trip, damage to personal possessions and loss of your money during the trip.

  • Category B Off-site and On-Site insurance 

    In addition to off-site insurance cover as explained above, on-site insurance extension is also available.

    This covers pupils and teaching staff when they are within the school boundaries and whilst travelling directly to and from home. This insurance provides cover for bodily injury resulting in death, loss of limbs and eyes, hearing and speech and permanent partial disability.

If you are registered for the annual travel scheme, when required we will ask you to submit your category of cover, pupil numbers and teacher numbers (if category B is chosen) using the Insurance recharge form which can be found on Solero, we will ask you to complete this in May/June. We will then recharge you based on the rates below and recharges take place between October and November.

Please note that if you were to submit a claim that under Section 7 – Cancellation, curtailment, rearrangement and replacement expenses within the annual travel scheme policy document, there is a £50,000 policy limit for all insured persons.

Computers

Computer insurance covers computer equipment against physical loss or damage.

It does not include:

  • damage caused by viral or other cyber-attacks
  • losses from vehicles or public transport
  • theft (unless this involves a forced entry or exit form a school building)
  • unexplained disappearance
  • increased cost of working or reinstatement of data cover

An excess of £500 applies to each and every claim.

If you would like to be part of the scheme, you will need to provide the total value of portable items (laptops, tablets, and iPads) and total value of static items (PCs, desktops, servers and fixed interactive boards) to the Insurance Section to be covered for computer insurance. 

If you are registered for the computer scheme, when required we will ask you to submit your computer values using the insurance recharge form which can be found on Solero, we will ask you to complete this in May/June. We will then recharge you based on the rates below and recharges take place between October and November.

  • portable items- 0.25% of total value
  • static items- 0.10% of total value

Engineering (statutory inspections)

HSB Engineering are the engineering company that will carry out statutory inspections.

If you have opted to have engineering insurance, HSB will contact the school to arrange a suitable date to carry out the inspection. The cost will vary and will depend on item specifications. The cost will only be known after the first inspection has been completed. 

HSB will only inspect items that require a statutory inspection; these items are non-domestic boilers, pressure vessels, lifts, lifting equipment and machinery. 

After the inspection has taken place you will be sent copies of the inspection reports, you will receive these from us in the Insurance Team. These reports will identify any imminent or time qualified defects and observations of repairs that might need to be carried out. It is the responsibility of the school to read and take any actions that have been advised in the report. Please note that these are urgent and will have a specific turnaround time.

Motor

The motor rate in 2021/22 has been reduced to £626.75 per vehicle. This rate is applicable to all vehicles regardless of type and will therefore be relevant to any minibuses you have.
