Ordinarily available provision

Last updated on 22 September 2025

Hertfordshire’s Ordinarily Available Provision guidance has been developed to support early years settings, mainstream schools, and colleges to reflect on and strengthen their provision for all children and young people, including those with special educational needs and disabilities (SEND).

‘Ordinarily available provision’ is a phrase, first used in 2023 by the Department for Education and refers to inclusive, high-quality teaching and everyday adjustments that all early years settings, mainstream schools, and colleges are expected to provide for all children and young people, including those with mild or emerging SEND from within their own resources.

Our guidance gives examples of adaptations and reasonable adjustments that are part and parcel of everyday high-quality inclusive provision. In section one the strategies, approaches to teaching, and adaptations to the learning environment will enable early years settings, mainstream schools, and colleges to create a positive, supportive, and inclusive environment for all children and young people. While section two explores other more deliberate and targeted approaches across the four broad areas of need.

We would like to thank the headteachers, special educational needs coordinators (SENCOs), members of Hertfordshire Parent Carer Forum (HPCI) and other professionals who have contributed to the development of this guidance.
